replying to u/thansal: Sobaya has been around since forever and I think is supposed to be very good. Cocoron would be another option. That said, you can find cold soba on a lot of Japanese menus (check the various izakayas). Or she might also like Raku, who do excellent cold udon. The 2 dishes are pretty similar, the big obvious difference being buckwheat vs just wheat noodles (and this certainly is a big difference, I do really love cold soba just for itself). Cold dipping ramen noodles also pops up every so often in the summer (there's a lot of bleed between Japan's various noodle foods). And for reverence: If it was just noodles + cold dipping sauce then the dish was probably zaru soba (for ease of menu searching).

replying to u/CabassoG: The closest thing would likely be the Japanese version of dan dan, the Tantanmen, as that's more soupy. I'd probably recommend Tonchin or Raku, but others can give other recs
