If they're still serving dim sum by noon/early afternoon, it's usually the leftovers from the morning and not worth going for. If you can't make it to Chinatown by morning or don't care about the push cart experience, just hit up one of the Dim Sum Palace in midtown. Perfectly good all day dim sum and you don't have to trek to Chinatown for it.

    I highly recommend Dim Sum Go-Go in Chinatown. They steam your order fresh all day. Quality and selection is great

    I would say the all day dim sum spots are the better option and will be probably more fresh. Places like Dim Sum Palace, Nom Wah, Dim Sum Go Go, AweSum Dim Sum, Tim Ho Wan would be much safer bets to have dim sum available at dinner time.
